Recent TCSD Board actions (mid-2009)

The District Board has had a full agenda over the past three months, including the following items:

  • The Board considered the development of a private sewer lateral maintenance and repair ordinance.  Staff will bring back this item for further Board consideration later in the summer.
  • The Board received a report on the Sausalito Sewer spill that occurred in late March.  The repair costs were estimated at $345,295.  The fine was $332,000 and filed in June.
  • Received an update on the proposed legislation from Jared Huffman (AB 1232) regarding southern Marin sewer agencies.
  • Received a final report on the construction costs from the 2008 sanitary sewer improvement program for Cardinal Court, Cardinal Road, and Flamingo Road.  Total cost $1,526,664. ($95,000 was spent and paid for by residents for private sewer lateral repairs and replacements).
  • Staff went over the recently completed TCSD sewer pump station report required under the EPA Administrative Orders.  Key findings included the need to replace two of the three pumps that now are nearly fifty years old in the Bell Lane pump station at a projected cost of $160,000.
  • Held a workshop review discussion of the SASM sewer spill settlement agreement that would provide some resources to TCSD users (within the SASM service area) for local private sewer lateral repairs with a grant and loan program.  Also discussed upcoming sewer rate increases proposed by the City of Sausalito that would, if implemented, bring rates equal to TCSD.
  • Reviewed a draft of a Kay Park master plan and urged the Park and Recreation Commission to hold a public hearing (which was held on June 3) to discuss the proposal including the idea of installing a restroom facility.
  • Provided an update of the progress of the Board's goals for 2009.  See last newsletter for a detailed listing of the goals.
  • The Board discussed drafting a letter to Pacific Biogas in support of their proposal to use the district's green waste to create a biological product.  Letter sent in June in concept support.
  • Received a preliminary copy of the Marin County Zero Waste garbage study that will be completed this fall.  TCSD as a collector and hauler will be impacted (in a positive way based on this report).
  • Discussed and drafted a response to the Marin County Civil Grand Jury regarding their report on the treatment and collection program of SASM.  Its chief recommendation was that a merger of all agencies be pursued.
  • Discussed drafting an ordinance regarding limiting the use by Tam Valley eating establishment of non-food recyclable containers such as Styrofoam.
  • Accepted proposals to replace the windows in the TCSD office and accepted the low bid from Save Energy Company of $8,370.
  • Held a 2009-2010 Budget planning work session to go through the reports on the status of each of the district's three programs and bring recommendations to the July 15th Board meeting for consideration and adoption for FY 2009-2010.
  • Consider adding a used paint collection component to the District's special collection events this fall.
  • Discussed the status of Legislative actions that might impact the District Park and Recreation Levy by the legislature and other related bills such as earlier mentioned AB 1232.
  • Set garbage and refuse rates for 2009-2010 the same as 2008-09 - $710 sewer and $362 for basic garbage collection.
